Since the late 19th century, to be exact, when it was named "Table Wine No. 21" as part of the selection of ‘numbered’ vodkas of various grades. Russian peasants and Czars both liked to enjoy a sip. This famous recipe is known today as Smirnoff Recipe No. 21.
